Maharah Human Resources signs a brand licensing agreement to operate the “ManpowerGroup” brand during the U.S.–Saudi Investment Forum 2025 in Washington

Maharah Human Resources announced that its wholly owned subsidiary, Masar Al-Nomu Investment Company, has signed a Brand License Agreement (BLA) with ManpowerGroup for a period of five years, to operate the licensed business in the Kingdom under the global “Manpower” brand. The agreement was signed during the U.S.–Saudi Investment Forum 2025 held in Washington, D.C.
Mr. Abdulaziz Al-Kathiri, CEO of Maharah Human Resources, described the signing of the brand licensing agreement with ManpowerGroup as an “important step” in Maharah’s journey, noting that the agreement represents a strategic expansion in professional and highly skilled workforce solutions and places Maharah on the global map of the HR industry. The agreement enables the company to bring global expertise to the Saudi market and enhance its competitiveness through the operating company of the brand, contributing to accelerating its role in achieving the goals of Saudi Vision 2030.
Al-Kathiri added that the agreement will support and enable Saudi companies as well as international and global firms seeking to benefit from promising opportunities in the Kingdom, creating added value for clients and elevating standards of excellence in human capital within the Saudi market.
Under the Brand License Agreement, Masar Al-Nomu Investment Company will operate the licensed business within the Kingdom under the Manpower brand, enabling Maharah to expand its presence in professional recruitment and specialized workforce solutions, in addition to outsourcing services that are witnessing increasing demand in the Saudi market.
The agreement also supports the provision of a comprehensive suite of HR services, including:
Permanent and temporary recruitment
Professional staffing solutions
Temporary workforce services
Specialized solutions tailored to the needs of business establishments
Maharah stated in its Tadawul announcement that the financial impact of the licensing agreement will begin appearing from 2026 until the end of the agreement term, confirming that there are no related parties involved. This step comes as part of the company’s efforts to enhance growth and increase shareholder returns by expanding into more profitable activities within the HR sector.
The agreement focuses on leveraging the global brand of ManpowerGroup and its international presence to transfer expertise and develop local capabilities through training and qualification programs targeting national talent, in line with the company’s commitment to supporting national value creation and enabling Saudi men and women to fill highly skilled roles, consistent with the goals of Saudi Vision 2030.
